Overview

Power Systems Automation, Protection and Testing Specialist has a strong understanding of electrical principles, relay technology, and relevant industry standards. The ability to analyze problems, diagnose issues, and develop solutions. The ability to communicate effectively with engineers and other stakeholders. A strong understanding of electrical safety practices. The ability to interpret test data, analyze system performance, and identify potential issues. The Power Systems Automation, Protection and Testing Specialist Acts as senior subject matter expert (SME) for all Power Systems Automation equipment, NETA electrical power testing, and protective relay maintenance. Acts as the System Administrator for all Power Systems protective relay devices and meters, managing archival of all settings files. Acts as the System Administrator for Power dB ensuring testing database coordination is effective and error free. Acts as the System Administrator for all site PLC’s and RTAC’s making/coordinating all changes to field HMI screens and/or PLC/RTAC programs. Manages archival of all HMI and PLC/RTAC programs to ensure site always has current copy of programs. Manages and updates Automation and Protection devices firmware to ensure systems are current with manufacturers recommendations.

Responsibilities

Works with Electrical Maintenance Technicians to ensure Electrical maintenance is completed safely, on schedule and within equipment manufacturer’s recommendations. Duties include:

  • Installation, maintenance, testing, calibration and commissioning of electrical systems and components.
  • Act as “Employee in Charge” on some jobs, ensuring that jobs are efficiently planned and safely completed.
  • Guide, mentor, train, and supervise Level 1, 2 and 3 certified NICET/NETA Technicians.
  • Perform other assignments as required. Some supervision required.
  • Read and interpret one line drawing, schematics drawings and other service documents, including manufacturer’s instructions and manuals.
  • Responsible for maintaining personal protective equipment (PPE), hand tools and test equipment.
  • Responsible for personal safety and the safety of others in your assigned work area by ensuring understanding and compliance with safety policies, practices and procedures.
  • Ability to identify and wear appropriate PPE as required by the task being performed.
  • Ability to understand and adhere to strict Standard Operating Procedures and Switching Plans.
  • Requires troubleshooting capabilities, to include the digital multi-meters, clamp on ammeters, power quality meters, infrared scanners, circuit tracers
  • Advanced protective relay calibration and commissioning.
  • Writes and validates automated relay test scripts for testing relay.
  • Perform point to point verification of control wiring.
  • Perform equipment switching, isolation, LOTO, zero volt check and grounding.
  • Perform maintenance, tests and inspections on the following equipment: high voltage SF6 circuit breakers, medium voltage vacuum circuit breakers, low voltage power circuit breakers, switchboards, panel boards, ground systems, motor starters, variable frequency drive’s, low and medium voltage cables, low, medium and high voltage switches, ground fault systems, isolation transformers, two-winding transformers, power transformers, instrument transformers, automatic transfer switches, static transfer switches, sectionalizing switches, batteries, and all equipment associated with low and medium voltage substation and switchgear systems.
  • Working knowledge of NETA MTS testing specifications
  • Implement Power Management and critical monitoring / control systems on-site.
  • Provide applied engineering and consultation to customers in system integration, installation, start-up, maintenance, repair, training and modification of power management, control, and mission critical systems.
  • Program and PLCs for complex power transfer and control schemes.
  • Develop/modify and commission SCADA systems and HMI graphics for substation equipment.
  • Accurately record field data for all tests and inspections utilizing Power DB and Maximo.
  • Assist with start-up services on switchgear and electrical systems up through 138 kV.
  • Conduct safety meetings as required.
  • Ensure compliance with Dean Fluor environmental and safety policies.
  • Maintain strong team and client relationships.

Qualifications

  • Must be capable of achieving and maintaining TS/ SCI security clearance. 
  • High school diploma or GED coupled with Electrical Journeyman license or a Technical Degree\Certificate in a related field i.e. AS in Electrical\Electronics, Instrumentation, Controls or minimum NICET/NETA level 3, preferred NICET/NETA level 4 in Electrical Power Testing:
  • A minimum of 15 years’ experience in power systems maintenance and testing with thorough understanding of electrical systems, controls, generators, and life safety systems, preferred 10 years related experience in data center or complex mission critical environments.
  • Demonstrated leadership skills with the ability to efficiently schedule and execute work in a dynamic environment with large numbers of equipment.
  • Proficiency in reading and interpreting complex technical instructions, plans blueprints, and schematic diagrams.
  • Strong working knowledge of NEC, NFPA 70E, NETA maintenance practices, maintenance and supply procedures, and quality control procedures.
  • Demonstrated ability to evaluate complex electrical systems, perform damage assessments, estimate maintenance, parts, and manpower requirements, diagnose malfunctions, and employ testing and inspection techniques.
  • Ability to organize and prioritize workload with minimal supervision
  • Ability to work in confined spaces and on ladders, and to lift equipment over six feet above ground
  • Must conform to all city, state and federal licensing and certification requirements.

Abilities: 

  • The position requires the ability to lift, carry, and move objects weighing up to [50 pounds] on a regular basis. Candidates must demonstrate physical strength and stamina to perform various tasks, including but not limited to, loading, and unloading, operating equipment, and assisting in the transportation of various materials. Proper lifting techniques and safety protocols must be followed to ensure personal and team safety.
  • Relocates a 12 foot stepladder without assistance.
  • Works at various heights up to 60 feet and can climb and maintain balance on scaffolds, aerial lifts, catwalks and all types of ladders.
  • Walks, climbs, lifts, squats, crawls, kneels, pushes, pulls and reaches overhead on a routine and repetitive basis.
  • Possess good vision (may be corrected vision), the ability to see in color, and the ability to hear and communicate in English.
  • May use a standard ladder without exceeding the weight limit while carrying tools.
  • Tell when something is wrong or is likely to go wrong.  It does not involve solving the problem, only recognizing there is a problem.
  • Apply general rules to specific problems to produce answers that make sense.
